Above 11 starters is not recommended in part due to the organization issues involved (striking starts taking too long/becomes ridiculous) and in part because most of the remaining stages are not exactly seen as fit starters. We recommend going with 9 or higher; 7 is fine but not ideal.
In the case of Ganoncide ending the game in a draw, it is to be counted as a loss for Ganondorf. This is because of a few things:
-Forcing a ganon into a ganoncide that he didn't mean to do is harder
-It is WAY easier for Ganon to set up a ganoncide
-Dealing with draws is a serious pain in the ass
-Ganon is really ****ing good in Brawl-
Notes:
-The large number of starters is intentional and seriously recommended. If you wish to raise the count to 11 or 13, I recommend adding (in this order) RF+, Delfino Plaza, Frigate Orpheon, Halberd-
-Port Town Aero Dive's edition by Eternal Yoshi has the cars weakened significantly, to the extent that they will not kill until upwards of 100%. Additionally, the cars are on a regular pattern. Although there are still no ledge, due to the movement options in Brawl- this stage is a completely reasonable and fair counterpick, and has shown itself in internal playtesting fairly extensively.
-YI(M)- is actually far more balanced than most would believe. It's almost impossible to abuse a walkoff in Brawl-, let alone a slanted one.
-Increased movement and offensive options make severe camping on Jungle Japes a virtual non-issue in Brawl-. The stage is perfectly legitimate as a counterpick.
On Counter/Banned: Stages in the counter/banned category can be included or excluded according to how the TO and his/her region feels. The backroom failed to come to a consensus regarding their legality due to either randomizing factors or conflicting results from playtesting, and they are mostly highly questionable but open to further testing-in fact, in many cases, "more testing" sums up why the stage was placed in this category-there's just not enough data and it's a very controversial stage to begin with.
-Luigi's Mansion can be cut from the stagelist or replaced with LM+. The backroom is not completely decided on whether or not this stage should be legal. While some feel that the mansion is far easier to destroy, and that the cave of life and bounce combo effects are therefore far less unreasonable, it is still questionable.
-Pictochat is a stage we were not able to come to consensus on due to its inherent randomness. If your region feels that Pictochat is not sufficiently random to warrant a ban, then feel free to solidify the stage as a counterpick; if your region does not find this stage "too random", then we strongly recommend moving it from counter/banned to counterpick as it is beyond that a completely legitimate and non-overcentralizing counterpick. It is perhaps worth mentioning that Picto in Brawl- is probably not as bad as Picto in vBrawl due to improved options to deal with crap.
-Pirate Ship- has no rudder camping. However, a combination of how spikes have improved in Brawl- (more characters have them, they're usually stronger, etc.), as well as the randomness from the (faster) bombs.
-Spear Pillar- has no more circle camping (the entire bottom reach is gone). However, there are several random effects on the stage which many would deem highly questionable. If you do not have Pictochat legal, I would certainly recommend banning Spear Pillar- as well.
-Distant Planet is, to quote StandardToaster, "a crappy stage". There's no known issue with it in minus (the walkoff is really not a problem in all but a few matchups), but it's still pretty much ignored. Like, there's no data on it because almost nobody likes it and nobody wants to playtest on it. It's probably a pretty legitimate stages (from the few rounds I played on it I had no issue), but there's simply very little data for the stage. Due to general distaste and lack of data, it is in Counter/Banned. I welcome anyone who wants to try it.
-Green Greens is an improved counterpick due to the improved movement options in Brawl-. It has been playtested fairly extensively, and like PTAD, so far most results have been positive. However, the stage still has a moderate lack of data, and is seen by some as very dubious, especially due to its status in vBrawl. As such, we leave it up to the community to decide on this one. Additional problem: DL64 goes over it. If you do end up using Green Greens, bump all the starters up by one and make RF+ the 11th starter.
-Brinstar... this is the problem. Until we find a fix, we're not sure how to deal with this. We will be looking in to it, but this is essentially an almost unbeatable stall. ****ing wario... Beyond that, of course, the stage is, of course, completely legitimate.
Regarding additional stages from other sources: from our experience, "clone" stages (for example: WWR is almost the same as FD and therefore a clone) are generally a bad idea as they lead to oversaturation of certain "types" of counterpicks (imagine if there were 3 warioware clones; bowser would always get his favorite counterpick), and messing with the starter list too much can lead to negative results on game balance for round one.
