I know this may sound stupid but I was having fun with a friend with smashballs on and i got one with charzard and was like NOOOO he has none..... Will development team add this for final or is it because this is due to items the mods will not look look into? Just curious I really like charzard

The BR has said they hope to eventually do something about it, but as of now he still shares his with the other pokes so it's been removed.

It is normal that Charizard does not get the final smash right now. It's because we separated the 3 pokemon from Pokemon Trainer. We will try to give the independent pokemon final smashes later on if we can.

Ivysaur can just evolve into Venesaur for the remainder of the match lol...
