After much internal debate we've come up with a ruleset for competitive play in Brawl-.

This, as always, is mostly a stagelist.

~ 4 Stocks ~
~ 8 minute timer ~
~ Items set to OFF and NONE ~
~ Team Attack set to ON ~
~ NO LEDGE GRAB LIMIT ~
Ganondorf Suicide Rule: In the event of Ganondorf's flame choke ending a match by carrying both players past the blastzone at the same time resulting in "Sudden Death", the Sudden Death will be ignored and a 1 stock, 2 minute rematch will be played.

ALL SET PROCEDURE AS UNITY RULESET.
METAKNIGHT IS NOT BANNED BECAUSE THIS IS NOT VBRAWL.

Stagelist
Starter
Final Destination
Battlefield
Smashville
Yoshi's Island (Brawl)
Pokemon Stadium 1
Pokemon Stadium 2 (Frozen)
Skyworld+

Counterpick
Frigate
Delfino
Lavaville
1337m
Warioware
Rumble Falls+
Dream Land N64

Tolerable*
Yoshi's Island (Minus)
Port Town Aero Dive
Lylat Cruise
Halberd
Castle Siege
Luigi's Mansion+
Temple: M
Frozen Pokemon Stadium 2 (Frozen)
Rainbow Cruise
Distant Planet
Jungle Japes

If I may offer my opinion in regards to the list:

Basically, anything we have in Starter or Counterpick we consider the absolute bare essentials of a stagelist. The tolerable list is simply stages we consider somewhere between "Are fine" and "Can be fine" (depending on your play group), but the problem is simply that the stagelist becomes too big for some people to handle after a while. There's nothing wrong per se with most of them, and they're perfectly viable for competitive play up to at least Ice PS2, but many people (including Cadet) consider the stagelist containing too many stages to be a logistical problem. They're roughly ordered from most acceptable to least.

We strongly recommend against stuffing the stagelist with stages like Dracula's Castle, Fountain of Dreams, or Yoshi's Story, as these make stage banning senseless against characters who fare particularly well on flat+plat, and messes up game balance without really adding anything new to the game that wasn't there.

Brinstar is banned due to a few particularly nasty glitches in regards to Wario.

Lavaville is legal. Period. If you disagree, you should probably just go play Street Fighter.
