Say hypothetically they didn't know whether or not Melee tethers would ever be possible. They'd need a backup plan to use "in the mean time" while they still worked on the Melee tether coding. They can't just leave the Brawl system in place because it doesn't fit well in the P:M environment. That's why they created a new system even though it may (or may not) get replaced later.

I honestly don't care about restoring the Melee tether system at all. This is good enough for me!
Ivysaur is in debt to you and will do whatever task you ask of him...whatever...
