PAL and NTSCJ are not really available at the moment. There's an unofficial NTSCJ version floating around, but it is rather buggy. The work of porting the game is simply not something that the Brawl- team can deal with at the moment as we don't really have anyone who is able to do the code porting, and porting the characters, while easy, is an extremely slow and tedious process.
If someone from the community is interested in working on it, feel free to let The Cadet / Budget Player Cadet know, as he lives in Europe and can help with testing.
