If you click select/deselect ALL on both groups to turn all on, click both groups off to turn them all off again, then select the stages you want on random that fixes it. You should only have to do that once.

also there are random other things, such as smashville screen break, game freezing etc, but i wont go into them here

It's because all stages are made selectable and more rules + random stage switch selectable without unlocking them in 2.1, but you haven't toggled them for the 1st time yet or something and somehow it ends up at 75m/KJ64 until you initialize the list.
