From 1.6 -> 2.0 and from 2.0 -> 2.1?
I never played 2.0, but the first things i saw going from 1.6 -> 2.1 was that quick attack is a lot shorter and you can no longer shield cancel Thunder.
If someone could provide those changelists for pikachu that'd be pretty awesome ^^
There doesn't seem to be too much change to Pikachu except for what you said. But you did miss other changes to thunder. It doesn't always spike anymore, only the initial hitbox spikes. If you hit with the later frames, it sends the target up instead of down.
I don't know the exact change list, but I know every character had edited angles and damages and launch percents.... and I know that he was nerfed waaaay too much. (Apparently its thanks to a tournament where a Pikachu won. >.<)
Pikachu in brawl minus 2.0 had his recovery was greatly nerfed...
His Down Special is now a spike instead of launching people in a high angle (this was made sense the beginning of Brawl Minus of course), which was fine at first when Pikachu could use it in a new tactic by chaining it to his back air- but now his Back air was modified to be usable twice in a row with out launch... So from that point of veiw, is back air is now nerfed too, even though it was suppose to just be a new use for it.
Pikachu is so ordinary in 2.0 (and 2.1.1 now) that it almost makes him seem beneath other characters such as Zelda, who is shockingly powerful with her two hit boxes... Pikachu needs to be bufed next update, hes no longer minusy. =c
Pikachu deserves that super powered up special in my opinion, because all characters are over powered...

I may not main pikachu, but from the changes made to him, I can tell and see when I play with him, that hes too nerfed.
Quick Attack was shortened to VBrawl distance because though it's quite nice for recoveries, it's much easier to space with when you're not flying half way across the stage. You'd probably understand if you used Quick Attack Canceling often on VBrawl.
Thunderspike is there for any people that like dropping a huge ass electric fence on people while still allowing people that prefer VBrawl Pikachu's vertical kills to go nuts with it to their heart's contents.
He's not nerfed badly. He just has Adaptability.

Yup. And Pikachu is definitely better than Zelda. I prefer the new Up-B, it makes him faster and harder to predit while only sacrificing a tiny bit off his already godlike recovery.
I don't know if Pikachu won any big tournaments recently, but that wouldn't be the only reason for his changes. His Down-B used to be OP, so that got nerfed. Other than that, he only got slight changes from 1.6 to 2.1.
The only character who got nerfed for winning a tournament was Wolf. Old Wolf was OP.
Pikachu is still incredibly good. I promise. Thunder is a great gimp tool against many recoveries, thunderjolt is a fantastic projectile, he has plenty of kill moves, solid speed, good recovery options, Bair is a delicious move that cancels into Dair to spike, or Nair to kill.
